Hunger could be the 21st century’s most urgent problem, and the visionaries working in Food Valley believe they have found innovative solutions. The wherewithal to stave off catastrophic famine is within reach, van den Ende insists. His optimism rests on feedback from more than a thousan, d WUR projects in more than 140 countries and on its formal pacts with governments and universities on six continents to share advances and implement them.

From whence did this message come? From Hell? No—but the nearest place to it. What stood for Hell in Europe—from the Soviet Government of Moscow. And looking round my empty house, void of my Archangel, of Hope and of Love, I answered:

That’s not all bad. One consequence is that Asian governments have plenty of scope for boosting domestic demand and thus spurring economic recovery. China, in particular, has the wherewithal to make good on its promises of massive economic stimulus.

Bush administration officials have acknowledged problems associated with poor inspection of overseas plants and have plans to improve the situation. But President Bush’s budget does not provide the F.D.A. with funds to hire more inspectors.
At its present inspection pace, the F.D.A. would need at least 27 years to inspect every foreign medical device plant that exports to the United States, 13 years to check every foreign drug plant and 1,900 years to examine every foreign food plant.
Proposals circulating on Capitol Hill would increase the agency’s financing and charge domestic and foreign manufacturers fees to pay for inspections.
